PROJECT OVERVIEW

Highpoint Tower Garage is part of Highpoint Towers, a 132-unit, 15-story affordable senior apartment community in Erie, Pennsylvania. Originally built in 1976, the high-rise serves residents age 62 and older as well as disabled adults. The unit mix includes 108 one-bedroom and 24 two-bedroom apartments ranging from 570 to 700 square feet. The community operates under a HUD Section 8 HAP contract and offers laundry suites, computer room, fitness center, weekly resident activities and a visiting wellness nurse.

OWNER’S PROJECT MANAGEMENT

The Highpoint Tower Garage and high rise building requires an OPM who can sequence vertical construction around vulnerable residents in place. Matt structured and negotiated the AIA contracts, ran the RFP and bid leveling process, managed the monthly requisition cycle, coordinated PHFA and HUD HAP contract review, negotiated change orders from a position of knowledge, and held the GC and design team accountable to Enterprise Green Communities standards. The result: 132 modernized senior units delivered with preserved long-term affordability and extended building life.

OPM SCOPE

  • Manage all exhibits, addenda, and legal terms on behalf of the ownership group

  • Full RFP production, manage competitive bid process, conduct cost-leveling analysis across all trades

  • Develop MP schedule, monitor throughout 2-year delivery, conduct forensic analysis to identify delays

  • Monthly cost reporting, budget-to-actual reconciliation, review and approve financial requisitions

  • Change order negotiation and scope protection

  • Review vendor packages, coordinate testing labs, manage QC through punch list and final closeout

  • Manage MBTA and City of Boston coordination throughout construction, address community impact issues

  • Provide design team oversight, conduct value engineering to maintain program quality within budget
