Lionhead Apartments is a 67-unit affordable apartment community located across two six-story masonry buildings at 713 Dudley Street and 3 Monadnock Street in Boston's Dorchester neighborhood, in the Uphams Corner-Jones Hill section. Originally converted to housing in 1971 with MassHousing financing, the property operates under a Section 8 Housing Assistance Payment contract with affordability secured for 30 years through Low Income Housing Tax Credits. The community serves families across studio, one- and two-bedroom layouts. The Uphams Corner location places residents within walking distance of the historic Strand Theatre and a short transit ride to downtown Boston.
OWNER’S PROJECT MANAGEMENT
A 67-unit, $9M occupied rehabilitation across two six-story masonry buildings requires an OPM who can sequence construction around residents in place while coordinating Section 8 HAP and LIHTC compliance. Matt structured and negotiated the AIA contracts, ran the RFP and bid leveling process, managed the monthly requisition cycle, coordinated MassHousing review, negotiated change orders from a position of knowledge, and held the GC and design team accountable to the schedule and quality standards ownership required. The result: 67 preserved affordable units delivered with extended 30-year affordability protection.
OPM SCOPE
Negotiate AIA contracts with exhibits and addenda
Produce RFP, manage bidding, analyze costs across trades
Develop schedule, monitor project delivery, conduct forensic analysis
Report costs monthly, reconcile budget, review requisitions
Negotiate change orders, protect scope, review claims
Review vendors, coordinate testing, manage quality control
Coordinate with City of Dorchester to manage community impact
Oversee design, engineer value, maintain quality within budget
