PROJECT OVERVIEW

Ninth Square Apartments (formerly The Residences at Ninth Square) is a 335-unit mixed-use historic apartment community located across multiple city blocks in downtown New Haven's Ninth Square Historic District. Originally completed in the mid-1990s as the restoration of late-19th and early-20th century commercial buildings, the property spans four blocks in the southwest corner of the New Haven Green. The development includes studio, one- and two-bedroom apartments plus approximately 50,000 square feet of ground-floor commercial space with 20+ retail tenants and structured parking. 56% of units remain affordable. The community sits walking distance from Yale University, Yale New Haven Hospital, the Shubert Theatre and Union Station.

OWNER’S PROJECT MANAGEMENT

A 335-unit, $15M occupied rehabilitation of a historic mixed-use complex spanning four city blocks requires an OPM who can sequence construction around residents and retail tenants in place while preserving the architectural fabric. Matt structured and negotiated the AIA contracts, ran the RFP and bid leveling process, managed the monthly requisition cycle, coordinated CHFA and city of New Haven historic compliance reviews, negotiated change orders from a position of knowledge, and held the GC and design team accountable to the schedule and quality standards ownership required. The result: a stabilized downtown housing and commercial asset with preserved affordability.

OPM SCOPE

  • Oversee design team and conduct value engineering to keep quality within budget

  • Coordinate with City of New Haven and manage community impact throughout construction

  • Review vendor packages, coordinate testing, and manage QC through punch list and closeout

  • Negotiate change orders and review technical claims to protect from scope creep

  • Handle AIA contract structuring and negotiation, protecting interests through exhibits and addenda

  • Manage the full RFP process, competitive bidding, and cost analysis across all trades

  • Develop and monitor construction schedule with forensic analysis to keep delivery on track

  • Report monthly costs, reconcile against budget, and review all financial requisitions
