PROJECT OVERVIEW

Parkside Village is a 67-unit affordable apartment community located in Branford, CT. The development delivers one-, two- and three-bedroom apartment homes designed to serve low-to-moderate income families along the Connecticut shoreline. The community features full amenity programming including a fitness center, community room, outdoor recreation areas and on-site management. The Branford location places residents within reach of I-95, commuter rail service to New Haven and the shoreline employment corridor. The property contributes to the regional affordable housing inventory across Connecticut's south-central shoreline region.

OWNER’S PROJECT MANAGEMENT

A 67-unit, $20M ground-up affordable apartment build requires an OPM who can coordinate construction with CHFA compliance alongside town of Branford permitting. Matt represents ownership across AIA contract structuring, CHFA regulatory coordination, RFP production and bid leveling, monthly requisition review and change order negotiation. The state affordable housing compliance overlay adds documentation rigor that flows through every package and pay application. The result: ownership gets a single accountable point of leadership through delivery of 67 new affordable apartments.

OPM SCOPE

  • AIA contract structuring and negotiation on behalf of the ownership group, with full attention to exhibits, addenda, and legal protections

  • Full RFP production, competitive bid management across all trades, and cost-leveling analysis to optimize spend

  • Construction schedule development covering the delivery period, with ongoing monitoring and forensic analysis

  • Monthly cost reporting with budget-to-actual reconciliation and financial requisition review

  • Change order negotiation and technical review, protecting the ownership group from unsubstantiated claims and scope creep

  • Vendor package review, testing lab coordination, and quality control management through punch list and final closeout

  • Town of Branford coordination throughout construction, including community impact management

  • Design team oversight and value engineering throughout to maintain program quality within ownership budget constraints
