Franklin Manor is a 272-unit affordable apartment community located at 1475 Stimmel Road in southwest Columbus, Ohio. Originally built in 1971, the property spans 21 buildings on a garden-style site with one-, two-, three- and four-bedroom apartment and townhome layouts. The community participates in the Low-Income Housing Tax Credit (LIHTC) program and offers a mix of conventional, HUD subsidized and CMHA-certificated units. Amenities include a swimming pool, fitness center, community playground, clubhouse, laundry suites and a renovated community building with computer learning resources. The community is positioned close to OSU Wexner Medical Center, Shoppes of Grove City and Franklin Park Conservatory.
OWNER’S PROJECT MANAGEMENT
A 272-unit, $12M occupied rehabilitation across 21 buildings on a garden-style site requires an OPM who can sequence construction around residents in place while coordinating Ohio Housing Finance Agency and HUD compliance. Matt structured and negotiated the AIA contracts, ran the RFP and bid leveling process, managed the monthly requisition cycle, coordinated Enterprise Green Communities certification, negotiated change orders from a position of knowledge, and held the GC and design team accountable to the schedule and quality standards ownership required. The result: 272 preserved affordable units delivered with green certification.
OPM SCOPE
Develop and manage AIA-compliant contract structuring and negotiation, ensuring all exhibits and addenda address ownership requirements
Produce comprehensive RFP, manage competitive bid process across all trades, and conduct cost-leveling analysis
Establish MP construction schedule with ongoing monitoring and forensic analysis throughout the 2-year delivery period
Execute monthly cost reporting cycles with budget-to-actual reconciliation and financial requisition review
Negotiate change orders and conduct technical reviews to protect ownership from scope creep and unsubstantiated claims
Review vendor packages, coordinate testing labs, and manage quality control through punch list and closeout
Coordinate with City of Columbus throughout construction and manage community impact
Provide design team oversight and conduct value engineering to maintain program quality within budget constraints
