PROJECT OVERVIEW

Norwest Woods is a 52-unit affordable apartment community located in Norwood, MA, operated by CHR (Community Housing Resources). The property delivers one- and two-bedroom apartment homes in a garden-style configuration designed for low-to-moderate income families. Site amenities include a community room, laundry facilities, on-site management and outdoor recreation space. The Norwood location places residents within reach of commuter rail service to downtown Boston, Route 1 and major employment centers. The property contributes to the preserved affordable housing inventory in the southern Boston suburbs.

OWNER’S PROJECT MANAGEMENT

A 52-unit, $16M ground-up affordable apartment build requires an OPM who can coordinate construction with MassHousing and LIHTC compliance alongside town of Norwood permitting. Matt structured and negotiated the AIA contracts, ran the RFP and bid leveling process, managed the monthly requisition cycle, coordinated regulatory reviews, negotiated change orders from a position of knowledge, and held the GC and design team accountable to the schedule and quality standards ownership required. The result: 52 new affordable apartments delivered to support long-term family housing.

OPM SCOPE

  • Quality assurance and vendor management: vendor packages, testing coordination, QC through closeout

  • Schedule management: 2-year development, monitoring, forensic analysis

  • Financial control: monthly reporting, budget reconciliation, requisition review

  • Change management: change order negotiation, scope protection, claim review

  • Contract management: AIA structuring, negotiation, exhibits and addenda

  • Procurement: RFP production, bid management, cost-leveling analysis

  • Regulatory coordination with the City of Norwood

  • Design: team oversight, value engineering, quality and budget
