PROJECT OVERVIEW

Anderson Park is a 64-unit, six-story affordable apartment community located at 250 Cambridge Street in Boston's Beacon Hill neighborhood. Originally built in 1980, the property includes 32 one-bedroom, 30 two-bedroom and 2 three-bedroom units ranging from 650 to 1,100 square feet. The community operates as a HUD Section 8 project-based assistance property serving low-income families, with rents set at 30% of adjusted gross income. The building features in-unit washer and dryers, a fitness center and balconies in select units. The property sits a short walk from the Boston Public Garden, Boston Common and the MBTA Red Line at Charles/MGH station.

OWNER’S PROJECT MANAGEMENT

A 64-unit, $6.5M occupied rehabilitation in the heart of Beacon Hill requires an OPM who can sequence construction around residents in place without compromising HUD compliance. Matt structured and negotiated the AIA contracts, ran the RFP and bid leveling process, managed the monthly requisition cycle, coordinated tenant relocation logistics, negotiated change orders from a position of knowledge, and held the GC and design team accountable to HUD inspection standards. The result: 64 units of preserved affordability delivered on budget with minimal resident disruption.

OPM SCOPE

  • Handle AIA contract structuring and negotiation, protecting your interests through exhibits and addenda

  • Manage the full RFP process, competitive bidding, and cost analysis across all trades

  • Develop and monitor your construction schedule, with forensic analysis to keep the delivery on track

  • Report your costs monthly, reconcile against budget, and review all financial requisitions

  • Negotiate change orders and review technical claims to protect you from scope creep

  • Review vendor packages, coordinate testing, and manage QC through punch list and closeout

  • Coordinate with MBTA and City of Boston and manage community impact throughout construction

  • Oversee your design team and conduct value engineering to keep quality within your budget
